Hopefully the situation with COVID has improved enough by then and security is not an issue - we've been to Cali several times and it's a lovely city.
The stadiuim at Estadio Olímpico Pascual Guerrero - Wikipedia looks good.
I was at that stadium back in 2009 for a soccer match - the stands were a lot smaller back then. I believe they started work on the upgrades that same year and it was ready for the 2011 U20 Football World Cup.
